The proposals to build the Silvertown Road Tunnel stated that tunnels at Blackwall and Silvertown would be tolled to pay for the construction costs of the Silvertown Road Tunnel, which is projected to be completed by summer 2025. When will you consult Londoners on tolling these tunnels, and how will you make sure that all Londoners are aware of this consultation, particularly local residents, businesses and children, older and disabled people, and that they are given sufficient time to understand what’s proposed and to respond with their views?

Transport for London (TfL) has given more than £100 million to businesses to scrap older vans to help them comply with the Ultra Low Emission Zone (ULEZ), yet only two per cent have switched to electric vehicles, despite grants of up to £9,500. What review are you carrying out of the ULEZ scrappage scheme, how can you tailor the remaining funds to support the uptake of electric vans and e-cargo bikes, and have you considered any other schemes to help businesses further?
