How will tolling of the Blackwall and Silvertown Road Tunnels help you meet the target for 80 per cent of journeys to be made by public transport, walking and cycling by 2041 in the Mayor’s Transport Strategy (MTS), as well as the traffic reduction required to reduce vehicle kilometres travelled on London’s roads by 27 per cent by 2030?

The proposals to build the Silvertown Road Tunnel stated that tunnels at Blackwall and Silvertown would be tolled to pay for the construction costs of the Silvertown Road Tunnel, which is projected to be completed by summer 2025. When will you consult Londoners on tolling these tunnels, and how will you make sure that all Londoners are aware of this consultation, particularly local residents, businesses and children, older and disabled people, and that they are given sufficient time to understand what’s proposed and to respond with their views?

Support for electric vans and e-cargo bikes

Transport for London (TfL) has given more than £100 million to businesses to scrap older vans to help them comply with the Ultra Low Emission Zone (ULEZ), yet only two per cent have switched to electric vehicles, despite grants of up to £9,500. What review are you carrying out of the ULEZ scrappage scheme, how can you tailor the remaining funds to support the uptake of electric vans and e-cargo bikes, and have you considered any other schemes to help businesses further?

In November 2022 you published the Addendum to the Mayor’s Transport Strategy (MTS): Proposal 24.1, which states: “there is more to be done including taking action to reduce car vehicle kilometres travelled on London’s roads by 27 per cent by 2030.” The 2022 Travel in London Report 15, from Transport for London (TfL), states: “Minor road traffic in London in 2018 is now estimated to be 27 per cent higher, in terms of total vehicle kilometres driven, than the equivalent originally published estimate.” How is this increase in minor road traffic being accounted for with regard to the actions you...
