Response:

I can confirm that Transport for London (TfL) holds some information in scope of your request on behalf of the GLA.

TfL has provided the information below on behalf of the GLA.

The GLA is in a shared service agreement with Transport for London (TfL) which is responsible for the organisation's finance and payroll provision, alongside some of the operational elements of its HR Function.

Q1 - Which HR and performance management system do you use, contract period and contract value / if sass or on-prem?

SAP SuccessFactors & My Journey. Current software agreement expires 31/3/26. On-prem. We do not hold a breakdown for the GLA element of this service.

The GLA does not use a system for performance management.

Q2 - Which Finance system (or Enterprise Resource Management) do you use, contract period and contract value / if sass or on-prem?

SAP ECC6. Licences were purchased many years ago and we pay annual maintenance fees to SAP. On-prem. Please note that TfL is in the process of procuring a system integrator service to implement SAP S/4HANA as its new Finance/ERP system. TfL is planning to implement this replacement ERP system before the end of 2027. The ECC6 system covers the whole of TfL and GLA and it is not possible to pro-rata the cost element that relates purely to GLA.

Q3 - Which Payroll software do you use, contract period and contract value / outsourced, sass or on-prem?

SAP ECC6 HCM Payroll – on-premise, hosted in the cloud.

Q4 - Are you planning to go to market for a different Finance/ERP, HR or Payroll system? If so, when?

TfL is in the process of procuring a system integrator to implement SAP S/4HANA. However, it has already procured SAP licences for its Finance/ERP/HR/Payroll so will not be going out to market to re-procure these software systems.

Q5 - How many employees, users / licenses of the system do you have for each system, please?

From a product licencing perspective work we on the basis of GLA – 1000, OPDC – 500.

The GLA’s workforce reports, updated twice a year, give latest employee numbers (headcount and FTE).
