Frequent Closures of the District Line to Richmond

  • Reference: 2025/4022
  • Question by: Gareth Roberts
  • Meeting date: 20 November 2025
The Richmond Branch of the District line has been closed regularly for planned engineering works in the last few months. A year ago, it was closed all weekend for about 1/3rd of the weekends in the autumn period. At the time we were told by TfL that there were no planned closures from the start of 2025. In addition to the planned closures there are also closures due to strikes and signal failures. Kew Gardens recently have advised to me that closing the Richmond Branch of the District line reduces their visitor numbers by 30-40% which is a major impact...

  • Reference: 2025/4021
  • Question by: Gareth Roberts
  • Meeting date: 20 November 2025
I understand a decision is in place to improve the estate of the North East BCU. The proposals include the acquisition of a plot of land adjacent to Forest Gate Police Station and its development into an annex with parking, works at Chingford Police Station, a new Neighbourhood Base in Walthamstow, and the disposal of Stratford Police Station. How does this fit into the wider Estate Strategy, which is, as we have been told regularly, to be published imminently?

Bike Bait

  • Reference: 2025/4020
  • Question by: Gareth Roberts
  • Meeting date: 20 November 2025
New Home Office data showed that 86 per cent of stolen bike cases went unsolved in England and Wales between March 2024 and March 2025. For the Met Police, this number rises to over 90 per cent for the Metropolitan Police. In response to these figures, will you consider establishing a dedicated ‘bike bait’ unit which places bikes fitted with trackers in theft hotspots, in a bid to gather evidence on thieves and wider criminal networks?

UK Airspace Design Service (UKADS)

  • Reference: 2025/4017
  • Question by: Gareth Roberts
  • Meeting date: 20 November 2025
You will recall that on 2 November 2023 the London Assembly passed a unanimous motion, among other things, calling “… on Heathrow to go back to the drawing board and bring forward proposals that include a Status Quo / Do Minimum option and that protect Richmond Park and London’s communities from increased flight paths”. The chief executive of Heathrow responded on 1 December 2023 and since then Heathrow has committed to including “Minimal Change’ system options in their flight path options. However, three weeks ago on 1 September 2025, the CAA published “CAP3129: Onboarding Process” setting out how all the...
