Silvertown Road Tunnel debt and the TfL balance sheet

When the Silvertown Road Tunnel was in development Transport for London (TfL) said – in a paper to the Programmes and Investment Committee board on 8 March 2017 – that this scheme would be off the TfL balance sheet and not compete for funding with other priorities in the TfL Business Plan. However, in the 11 July 2024 Finance Report to the TfL Finance Committee a note on page 11 says that “Our total debt is forecast to increase [in] later this year as we borrow to fund our investment programme and the Silvertown Tunnel opens and comes on balance...
