London Bus Driver Deaths from Covid-19: Misleading Londoners about your Leadership at TfL during the Covid-19 Pandemic

  • Reference: 2023/0114
  • Question by: Keith Prince
  • Meeting date: 19 January 2023
In your response to question 2022/1213, you state “throughout the COVID-19 pandemic, TfL and I have followed Public Health England guidance” a turn-of-phrase you have regularly used (cf. your responses to, inter alia, questions 2021/4894, 2021/3880, 2021/3716, 2021/2854). Will you acknowledge (a) that TfL’s 9 April 2020 decision to issue masks and gloves to Dial-a-Ride drivers directly contravened both PHE guidance and the advice TfL was giving at the same time to Unite the Union and bus operators, (b) you had the power to make mask-wearing a requirement on public transport, (c) your apparent failure to use your statutory powers...

London Bus Driver Deaths from Covid-19: Clusters of Bus Driver Covid-19 Deaths at Metroline and Tower Transit

  • Reference: 2023/0113
  • Question by: Keith Prince
  • Meeting date: 19 January 2023
Despite the lack of response to questions 2022/2989 and 2022/4188, we know from your delayed response to question 2022/1629 that bus operators Metroline and Tower Transit account for, respectively, 27% and 11% of bus driver deaths from Covid-19 while constituting, respectively, only 16% and 5% of the total TfL bus driver workforce. Since we know from your response to question 2020/2696 that, in April 2020, these 2 operators were among those taking Covid-19 mitigation efforts—e.g. temperature testing, distributing masks and gloves—“against TfL advice”, can you accept the possibility that these companies’ following TfL advice might have had deadly consequences for...

London Bus Driver Deaths from Covid-19: Actions “against TfL advice” taken by Bus Operators to Mitigate Covid-19 Risk in April 2020

  • Reference: 2023/0112
  • Question by: Keith Prince
  • Meeting date: 19 January 2023
According to the information you never published but sent me privately nearly a year after I posed question 2020/2696, 3 bus operators – Metroline (Singapore), Tower Transit (Australia) and Go-Ahead (Singapore and Hong Kong)—were carrying out serious Covid-19 risk mitigation efforts in April 2020 (e.g. temperature testing, procuring and/or distributing masks and gloves to bus drivers) which TfL labelled as being ‘against TfL advice’. Are you aware of any instances in March or April 2020 where, as a result of TfL ‘advice’, any one or all of these three companies ceased taking these reasonable Covid-19 mitigation actions?

London Bus Driver Deaths from Covid-19: Advice given by TfL to Bus Operators

  • Reference: 2023/0111
  • Question by: Keith Prince
  • Meeting date: 19 January 2023
TfL’s response to UCL’s Phase 1 report evidences several instances where, in April 2020, London bus operators were carrying out Covid-19 mitigation activities—e.g., distributing masks, temperature testing—“against TfL advice”. How was this “advice” conveyed and to whom? Can you provide me with any written copies of this ‘advice’? If not, can you confirm any instances of where, after receiving TfL ‘advice’, a bus operator ceased distributing PPE (e.g. masks and/or gloves) and carrying out temperature testing?
