The "Bus Occupants" Time Series data shown in Table 4 in the Data Annex of TfL's Casualties In Greater London 2024 Report ("People killed or seriously injured in or by a bus in 2024") is qualified with a note "*Bus involved collisions statistics can only be provided with a breakdown from 2017 onwards. This is due to bus involved collisions not being included in the backcast study of road collisions." Can you explain this qualification in more detail?
