Can you explain why no record of the death of Stephen Mitchell after a 22 November “degloving” incident involving a Route 363 bus in Peckham – widely reported at the time of the bus driver's trial in February 2025 – appears in any of TfL's ‘Quarterly Bus Safety Data Releases’ or in TfL's "Road Fatalities in London since 2019” publications? Do I need to increase the number I have for the number of 2022 preventable ‘Bus Safety Deaths’ (9) by 1?

The recent reports about a pedestrian suffering an arm injury from a bus collision in Putney on 25 June and a pedestrian hospitalised for leg trauma after a bus collision near Liverpool Street Station on 11 June 2025, brought to mind the horrific death of pedestrian Stephen Mitchell who, according to press reports, was critically injured when his arm was "degloved" after he fell under a Route 363 Bus after getting his arm caught in the door as he was trying to board the vehicle outside Peckham Library on 22 November 2022. Further to your response to question 2025/2098, in the latest version of the Bus Services [No. 2] Bill the Government has indicated its wish to remove the "Implementing a Vision Zero Programme" amendment that was voted on by the Lords. Will you, as you have done recently on the Welfare Bill, immediately make a public statement making clear your full support for the "Implementing a Vision Zero Programme” clause to remain in the Bill?

This plan states that a pay-per-mile road user charging (PPM) scheme is “required” to deliver your climate target to reduce road traffic. But you also state that you will not introduce PPM. Will you also rule out a clean air charge: a low-level daily charge across all of Greater London for all but the cleanest vehicles?

Your “London Net Zero 2030: An Updated Pathway” plan to achieve carbon net zero by 2030 includes a target of “2.2 million heat pumps in operation in London by 2030”. By my estimate, this would require a major increase in electricity generation and distribution across London, in the order of 2 Hinkley Point C-size nuclear reactors, or a similarly extremely large-scale deployment of solar or wind generation. Assuming that this additional electricity can be generated, what actions have you taken to ensure that the power grid in London can cope with this extra load, as required by your Net Zero...
