Bikeability Trust’s Link system holds instructor postcodes and can identify how many London-based instructors are registered before and after the annual renewal deadline on 31 March. Could you tell me: a) how many London-based instructors were registered on Bikeability Trust’s Link system on 31 March 2025, b) on 1 April 2025, c) how many remain registered as of 1 December 2025, and d) are you confident the cycle instructor workforce is sufficient to deliver the cycle training Londoners need?

Very few boroughs offer on-road cycle training beyond primary school Year 6, despite the longer distances many young people are required to travel to get to their secondary school. Furthermore, training at primary school without secondary follow-up risks failing to deliver long-term behavioural change. Could you tell me: a) how many secondary school pupils have received on-road cycle training in each of the past five years, b) what plans do you have to prevent the sharp fall-off in cycling when children move from primary to secondary school, and c) will you commit to making Level 3 on-road cycle training available...

Safety of young people cycling without training

Much of outer London has few protected cycle routes, meaning riders must use busy roads to reach safer routes or their destination. What assessment has Transport for London (TfL) made of the safety implications of thousands of pupils in outer London being expected to share busy roads without the benefit of on-road cycle training?

On-road cycle training teaches riders how to handle traffic and junctions confidently. Without it, many riders never develop these skills. Given your target for zero deaths on London’s roads by 2041, are you certain that you are investing sufficiently in cycle training as most young Londoners will never gain these basic on-road safety skills any other way?

London allocates £2.36 per pupil for cycle training (budget of £2.7 million for 1.14 million pupils), which is nearly 70 per cent less per head than the rest of England at around £3.96 each (budget of £25 million for 6.31 million pupils), despite higher traffic levels, worse health inequalities and an urgent need for modal shift to meet your 80 per cent target for all trips to be made by walking, wheeling and cycling by 2041. Could you explain the disparity in funding for London’s children for basic on-road cycle training compared with children elsewhere in England?

Thank you for your answer to my question 2025/3983, in which you said: “The percentage of children trained to Bikeability Level 2 in 2022–23, 2023–24, and 2024–25 was 31%, 33%, and 31%, respectively.” However, in England, excluding London, 58 per cent of primary pupils receive some on-road cycle training. Could you explain why London only provides on-road cycle training to a third of pupils, in comparison to nearly two-thirds in the rest of England?
