In your response to Question 2025/2079, you state "there is rightly concern that 13 people were killed in collisions involving buses in 2024". A quick consolidation of the uncorrelated and, obviously, unaudited fatality data TfL publishes on its downloadable "Bus Safety Data Release" spreadsheet and its "Road fatalities in London since 2019" spreadsheet clearly show that 9 pedestrians and 3 cyclists—i.e., 12 people—were killed in Bus Collision Incidents in 2024, with a further 4 passengers killed in, variously, onboard falls, activity incidents and otherwise undefined preventable safety events. Following up on your delayed response to Question 2025/2078 and the Notice of Contravention TfL has received from the Health and Safety Executive for "failing to allow pedestrians priority to cross to and from the bus station’s ‘central island’, where passengers board and alight from buses" at Walthamstow Bus Station, will you consider engaging an Independent Health and Safety Investigator to conduct a review as to how Bus Contract Financial Performance Incentives might incentivise Bus Contractors to pressure Bus Drivers to not comply with 28 January Revisions to the Highway Code?

Following up on your responses to Questions 2025/2076 and 2024/0982, can I presume that TfL neither conducted any analysis nor made any changes to its Bus Contracts to take into account how the 28 January 2022 Changes to the Highway Code might require changes to Bus Timeliness Incentives and Bus Drivers' ability to meet them?

Your responses to Questions 2025/2076 and 2024/0982 suggest that TfL and its contracted Bus Operators are unaware of the fundamental changes to the Highway Code, which came into effect on 28 January 2022, namely: Rule H1 (Danger on the Road: 'States that drivers are the ones who can cause the most significant harm in the event of a collision and that they bear the greatest responsibility when it comes to taking care of and reducing dangers to others around them.'
