A constituent of mine has a 29 year-old car, with emissions below the ULEZ limits. However, because her car was manufactured before new cars were assessed and labelled on their emissions, she currently has to pay the ULEZ charge. Will you set up a testing regime for cars, similar to the existing test for motorcycles, so that this unfair loophole is closed?

I was recently contacted by a London resident who also lives in France and who sometimes drives his French-registered vehicle into London. To quote him directly, in mid-November he “received a stack of Penalty Charge Notices from ‘EPC’ - a 3rd party debt collection agency apparently operating on behalf of TfL in respect of foreign registered vehicles. The notices date from up to 12 months earlier and have been issued in flagrant contravention of TfL's declared policies: accumulated over time, then issued en masse with no prior warning, and with the 14 days’ notice period (before the price shoots up)...
