Unsafe Working Environment on Buses

In your response to question 2022/5400 you state, “there is no specified upper workplace temperature limit in UK regulations”. The UK Government has issued clear guidance for shipping livestock (cf. https://www.gov.uk/guidance/keeping-farm-animals-and-horses-in-extreme-…) that expressly states "you should not transport animals in temperatures over 30°C”. Will you assure London’s bus drivers that they will not be required to drive – and will also suffer no consequences from their employer for refusing to drive – any London bus with a cab temperature that exceeds that for safe transport of livestock in the UK?

In your response to question 2022/5399 you stated that the only data that is “appropriate for sharing” publicly is the ‘Timeliness and Availability Data’ incentivised and enforced by TfL bus contracts. How can you talk about a “safety culture” at TfL and its bus operators when you seemingly restrict public scrutiny to data that contains no safety performance metrics?

In your response to question 2022/5399 you didn't release the name of the bus operator that your responses to questions 2022/3463 and 2022/2993 revealed was responsible for 41% of the buses with faulty air conditioning because “sharing the details of specific operator performance would undermine both our ‘safe space’ safety culture within the bus industry and TfL’s contract management process, especially if it relates to issues being rectified by the company concerned.” How can you reconcile TfL a providing ‘safe space’ from public scrutiny for bus operators it has evidence are failing to provide safe working conditions standards with your...

According to a BBC article published on 17th January 2023, “Some security guards at Brixton Academy regularly took bribes to let people in without tickets, a whistleblower has told the BBC.” This allegedly led to hundreds of additional people attending the venue which could have caused an unsafe environment by breaching capacity limits. According to the same whistleblower, on the night when Rebecca Ikumelo and Gaby Hutchinson sadly died there were also only 110 guards in place when there should have been 190. Analysis of spreadsheet data about toilet provision on 338 bus routes TfL sent to me privately in response to Member’s Correspondence reveals that where TfL claims a toilet is provided, access to the facility is limited by (a) specific hours (27 routes); (b) access fees (7 routes); (c) lack of supervision (59 routes) or the fact said toilets are either only temporary or may exist but are not accessible because they haven’t received local council sign-off (16 bus routes). Can you explain why only 3 fatalities from bus collisions are listed on TfL’s Bus Safety Dashboard for calendar year 2022 when analysis of the Excel spreadsheet data from TfL’s Bus Safety Data Release documents 6 deaths from bus collisions for the period 1 January to 30 September 2022?
