The Government guidance on clean air zones is that it’s optional whether or not to include motorcycles. Given the vast majority of non-compliant motorcycles have lower emissions than the vast majority of compliant cars, why did you decide to include them?

A constituent of mine owns a 2002 Royal Enfield 350 motorbike. Identical bikes with identical emissions registered after July 2007 are deemed as compliant according to the TfL vehicle checker. Do you think it reasonable that my constituent has to pay £175 to prove his motorbike is compliant?

Classic Vehicles and the ULEZ

Although classic and historic vehicles over 40 years old are exempt from ULEZ, there are many newer than that which are now subject to the ULEZ charge. What consideration have you given to a category of “modern classics” which have a reduced ULEZ rate, based on the fact that they will not be used frequently in the ULEZ zone, with eligibility confirmed by the various owners clubs?

Charging all non-compliant vehicles £12.50 to drive within the ULEZ bears no relation to the “polluter pays” principle. Instead of a £12.50 flat charge, what consideration did you give to variable charges linked to the VED level payable, which is already determined by emissions levels for post-2001 vehicles and by engine size for pre-2001 vehicles?

The National Infrastructure Commission (in their 2016 review of the Crossrail 2 business case) recommended building a link from Motspur Park to New Malden to create an orbital route. With Crossrail 2 paused, are you working with Kingston Council to press for this link to be constructed as a stand-alone project?
