Can you explain why no record of the death of Stephen Mitchell after a 22 November “degloving” incident involving a Route 363 bus in Peckham – widely reported at the time of the bus driver's trial in February 2025 – appears in any of TfL's ‘Quarterly Bus Safety Data Releases’ or in TfL's "Road Fatalities in London since 2019” publications? The recent reports about a pedestrian suffering an arm injury from a bus collision in Putney on 25 June and a pedestrian hospitalised for leg trauma after a bus collision near Liverpool Street Station on 11 June 2025, brought to mind the horrific death of pedestrian Stephen Mitchell who, according to press reports, was critically injured when his arm was "degloved" after he fell under a Route 363 Bus after getting his arm caught in the door as he was trying to board the vehicle outside Peckham Library on 22 November 2022. Further to your response to question 2025/2098, in the latest version of the Bus Services [No. 2] Bill the Government has indicated its wish to remove the "Implementing a Vision Zero Programme" amendment that was voted on by the Lords. Will you, as you have done recently on the Welfare Bill, immediately make a public statement making clear your full support for the "Implementing a Vision Zero Programme” clause to remain in the Bill?
