Since the award of the Games, international events have clearly impacted upon a significant element of the budget which is the security aspect of it. Most of us have concentrated on the issue of the security for the period of the Games itself, to ensure that London, the athletes and the Games are safe. However, we now have already entered into the build phase. I was intimately involved in the building of T5 (Terminal 5) and I recognise the security that was involved in protecting that site. ): I am grateful for that. When we looked at past history, things like Wembley and the Dome, one thing which tended to cause further increases in budgets was, regrettably, elements of fraud, sometimes sub-contractor fraud, and a lack of control over sub-contractor costs. What lessons have we learnt? What systems are being put in place to bear down upon that in a way which did not happen, perhaps, in some of those other projects?
