In your budget for 2022-23, you set out your intention for the GLA to sell a £500m ‘Green Bond’, the revenue from which will be used for Net Zero projects in the capital, primarily the decarbonisation of buildings. The sale and management of the bond would be facilitated by £86m from your budget. What has prompted this strategic shift to debt funding? The GLA has only borrowed in this way twice before.
