My constituent questions the midnight-to-midnight rule, instead of 24 hours. If someone drives a few hundred yards in the zone just before midnight, and then out again just after midnight, the cost is £25. A vehicle entering the zone just after midnight, driven continuously for up to 23 hours (perhaps with three or four drivers) only pays £12.50. He claims this will hit night workers who are more likely to be lower paid and not able to use public transport, and who will end up paying £25 to drive to and from shifts.
