To support your Vision Zero goals, will you ensure that all agencies which supply bus drivers to TfL bus operators are vetted and approved by TfL to ensure that they possess both the (a) financial and human capital and (b) demonstrated operational competence to - as you have indicated in your response to Question 2022/3514 they must - "provide and maintain agency bus workers’ training, qualifications and safety records and to ensure that...

Vision Zero: TfL’s ‘Institutionally Unsafe’ dependence on Agency Bus Drivers

  • Reference: 2023/1677
  • Question by: Nick Rogers
  • Meeting date: 18 May 2023
In response to question 2022/3514, you stated “Agencies are responsible for both providing and maintaining agency bus workers’ training, qualifications and safety records and to ensure that a driver is compliant with safe working hour requirements.” An informal review of the accounts of some agencies that bus drivers tell me are supplying drivers to TfL’s bus operators show these companies are too small to be required to file company accounts. Given your responses to questions 2022/3510, 2022/3511, 2022/3512, 2022/3513, 2022/3514, 2022/3515, 2022/3516, 2022/3517, 2022/3518, what assurance can you provide Londoners that all agencies that supply bus drivers to TfL bus...
