Decision DD2609 requests that £100,000 be spent on preparatory work for a decision you may not take. The decision states “£40,000 on the procurement of a grants-management system to establish an online application system; preparatory engagement activity for prospective borough applicants; and design costs (prospectus, application guidance)”. Why can you not re-use the same management system from previous years?
