Vision Zero: TfL’s Refusal to Mitigate Unsafe Working Environment on Buses

  • Reference: 2023/2824
  • Question by: Neil Garratt
  • Meeting date: 20 July 2023
Following up on your response to Question 2023/0929 and your failure to respond to Question 2023/1656, how do you reconcile the Mayoral Decisions you’ve taken where you exceed legal minimum requirements, i.e., Free School Meals for all primary age children Requiring Direct Vision Cabs and HGV Safety Permits for ‘lorries over 12 tonnes gross vehicle before entering and operating in of Greater London’ The Vehicle Emission Standards you propose to extend to all of London with your refusal to use the powers you have to ensure London Bus Drivers that they will not be required to drive – and will...

Vision Zero: TfL 2023 International Benchmarking Report

  • Reference: 2023/2823
  • Question by: Neil Garratt
  • Meeting date: 20 July 2023
How do you reconcile your statements about progress on your Vision Zero and Bus Safety Programmes with the fact that TfL’s own 2023 International Benchmarking Report clearly shows that London’s Bus Collision rate is with “the fourth highest of IBBG members”. Given the global membership of IBBG, can Londoners assume that TfL oversees the least safe public bus operation in Europe?

Vision Zero: Escrow Account for any Bus Mileage involving a KSI Incident

  • Reference: 2023/2822
  • Question by: Neil Garratt
  • Meeting date: 20 July 2023
It has come to my attention that TfL pays Bus Operators for almost all mileage that’s achieved under contract, even if that mileage includes someone being killed or seriously injured. Would you consider altering the way TfL compensates Bus Operators by placing “KSI Mileage Payments” into an escrow account that would be paid if the Bus Operator were found not at fault but would be deducted if it were found at fault? It is concerning to me that Bus Operators are compensated for mileage involving a KSI accident and I believe TfL doing so sends the wrong signal about everyone’s...

Damaged Wheels on Croydon Tram

  • Reference: 2023/2820
  • Question by: Neil Garratt
  • Meeting date: 20 July 2023
There have been press reports about the fact that about a fifth of Croydon Trams have been put out of operation due to the discovery of wheel damage after a routine TfL inspection. Why didn’t TfL put out a press release about this discovery? Since the RAIB and SNC Lavalin Investigation Reports mention sand being used by Tram Drivers during emergency braking, can you warrant that the wheel damage was not as a result of emergency braking? Are you concerned that the Tram Operator First Group TOL didn’t discover this serious safety problem?

Duty of Candour

  • Question by: Neil Garratt
  • Meeting date: 20 July 2023
Since our discussion over Question 2023/1333 on 23 March 2023, I’ve been doing some further research about the number of people killed and seriously injured (i.e., sent to hospital) in Bus Safety Incidents since you’ve been Mayor. Based on TfL’s own published data, we know that 65 people have been killed in Bus Safety Incidents (about 1 per month), 75% as the result of a collision, 7909 people have been hospitalised (over 3 per day), 25% as the result of collision (so, about 1 per day). Following up on our discussion, will you ensure that the Commissioner’s Report for future...

TfL owning and leading Bus Operator commitment to Mayoral Policies

  • Reference: 2023/2818
  • Question by: Neil Garratt
  • Meeting date: 20 July 2023
At a 13 June meeting of the Budget and Performance Committee I chaired, with regard to TfL’s Bus Contractors electrifying their fleet as part of your commitments to Net Zero, TfL’s Chief Safety Officer stated "So we [TfL] see it as our problem. It's our target and our bus network. And we need to work with the private sector to help solve that problem. But that's our role to ensure that these goals and ambitions are worked through. So... even if it's not on our balance sheet, it doesn't mean it's an issue we aren't trying to work on". I...
