Vision Zero and TfL outsourcing Bus Crash Investigations to Bus Operators

  • Reference: 2023/2814
  • Question by: Keith Prince
  • Meeting date: 20 July 2023
In your response to question 2022/1220, you did not commit to establishing an independent bus crash investigation unit, as was recommended by the London Assembly Transport Committee in ‘Recommendation 10’ of its “Driven to Distraction” bus safety investigation. You indicated that TfL is first ‘awaiting the findings of the Department for Transport’s consultation for the creation of a Road Collision Investigation Branch’. In your time as Mayor and TfL Chair, TfL’s own published data reveals that about one person per month has been killed and one person per day has been sent to hospital as the result of TfL bus...

Legality and Safety of TfL’s Bus Driver ‘longstanding’ Toilet Priority Classification agreed between TfL, Unite the Union and its Bus Contractors

  • Reference: 2023/2813
  • Question by: Keith Prince
  • Meeting date: 20 July 2023
In your response to question 2023/1326, you admitted that “TfL has not sought legal opinion on the priority classification as all parties concerned have indicated they are supportive of the current approach.” As you already know, the Health and Safety at Work Act 1974, the Workplace Regulations 1992, the Management of Health and Safety at Work Regulations 1999, the Construction Regulations 2015 and the Equality Act 2010 oblige TfL and its bus contractors to provide toilets for workers. Can you cite any clause in this legislation which permits TfL and its bus operators to deny toilets to London bus workers...

Incorrect Bus Fatality Data evident in TfL’s “Casualties in Greater London during 2022” Data Release

  • Reference: 2023/2812
  • Question by: Keith Prince
  • Meeting date: 20 July 2023
Comparing the data found on figure D2 “Progress towards the MTS Bus Involved Fatalities target for 2030” with the data TfL publishes on its bus safety data site, I note that figure D2 contains the incorrect fatality data for the following years: 2017 D2 shows “8” when TfL published “11” on its site 2018 D2 shows “12” when TfL published “14” on its site 2019 D2 shows “6” when TfL published “9” on its site 2020 D2 shows “9” when TfL published “6” on its site How do you explain this vast discrepancy between these two important TfL safety data...

Update on TfL Bus Drivers critically injuring pedestrians on Zebra Crossings

  • Reference: 2023/2811
  • Question by: Keith Prince
  • Meeting date: 20 July 2023
Further to questions 2019/4159, 2019/2081 and 2018/5146, I note that on 12 November 2022, an adult male was killed on a zebra crossing by a Go Ahead route 118 Bus in Merton. Updating the spreadsheet you provided in response to question 2018/5146, please can you provide a list of all incidents since 4 December 2018 involving TfL bus drivers hitting pedestrians on zebra Crossings, listing route, bus operator and bus company, bus garage, and setting out the borough and exact location of each Zebra crossing, and the outcome of any investigations?

Updating Bus Safety Dashboard to include Bus Driver Deaths from Covid-19

  • Reference: 2023/2810
  • Question by: Keith Prince
  • Meeting date: 20 July 2023
How can you reconcile TfL including data showing deaths resulting from “Medical, Assaults, Vandalism” into its bus safety dashboard with your refusal of my request in question 2020/2709 to update that information with data showing deaths of London Bus Drivers from Covid-19?

Updating TfL’s individual Bus Route Pages to include an easily-spotted link to TfL’s 'Who Runs Your Bus?’ webpage

  • Reference: 2023/2809
  • Question by: Keith Prince
  • Meeting date: 20 July 2023
In your response to question 2023/1317, you indicated that TfL had rejected the inclusion of bus operator contact details on every individual bus route page because “the resourcing required to ensure that this information remains accurate for over 600 bus routes would outweigh any benefits” but also that “Transport for London’s (TfL’s) 'Who Runs Your Bus?’ webpage provides all the information needed by a customer seeking to obtain the contact details for a bus operator in order to submit a subject access request.” Is there any good reason why TfL’s IT professionals could not embed an easily spotted link to...

Independent Analysis of the Impact of Bus Contract Incentives on Bus Drivers’ Ability to Adhere to the Equality Act

  • Reference: 2023/2807
  • Question by: Keith Prince
  • Meeting date: 20 July 2023
Given the number of complaints published on social media from mobility-impaired passengers after having been denied a ramp and/or stranded at bus stops by bus drivers, your admission in question 2023/0913 that (a) TfL never conducted any analysis as to how bus contract timeliness incentives might impact upon bus drivers’ ability to adhere to the Equality Act and (b) TfL uses customer satisfaction survey results as an reason for conducting such analysis is, in my view, unacceptable. Will you commission an independent expert to analyse how timeliness incentives in TfL’s bus contracts might impact the ability of bus drivers to...

Equality Act: Number of Complaints since 2016 that mention “Ramps” or “failure to pick up passengers who self-identify as mobility impaired or requiring extra time to board’

  • Reference: 2023/2806
  • Question by: Keith Prince
  • Meeting date: 20 July 2023
Following up on your surprising admission that TfL does not collect data concerning incidents “of bus drivers driving by or refusing to board mobility-impaired customers”, how many complaints has TfL received since 2016 that mention ramps or the failure to pick up passengers who self-identify as mobility impaired or requiring extra time to board? Please can you provide a spreadsheet showing the total reports received on an annual basis according to TfL’s financial year?
