TfL is working with London Councils on a template Memorandum of Understanding (MoU) for boroughs to use to formalise Dockless bike schemes and had submitted a proposal for a London-wide contract to manage rental e-scooters and e-bikes. Travel in London report 15 provides details on how TfL estimates the number of switchable trips from cars to sustainable modes. This analysis shows that, considering a 2026 forecast year, some 21 per cent of London residents’ car trips could be assessed to have a high likelihood, with appropriate incentives, of switching from car to active, efficient and sustainable modes.
