Members of the public complained to me that the blocked access to the Transport for London (TfL) DLR and Elizabeth Line stations at Custom House from the Excel exhibition grounds by the Defence and Security Equipment International (DSEI) arms fair caused them unacceptable delays to their regular journeys.
