On 19 September 2023, The Guardian newspaper reported that drug advisers to the Government recommended a formal repeal of the criminalisation of personal use drug possession back in 2016. Will this be considered by your London Drugs Commission, and when will the Commission report to you?

Were these reserve cash balances and working capital available in 2020, 2021 and 2022, and would such internal borrowing have been permitted in those years?
