Even if that is not going to be a statutory function, obviously there is a direct pressure that flood risk places on LFEPA's activities. Should you not be pressing for stronger planning policies to limit new development in high-risk flood areas, and actually really take a key part in this debate about Thames Gateway?

On the Thames Gateway development issues, you said you have not specifically commented on the flood risk issue. Could I ask that LFEPA does look at the recommendations from the Assembly's Environment Committee that the plans be rigorously tested?

Okay. In one specific area, I just wondered if I could ask you, it does seem that the sheer scale of the transportation plans for getting people to and fro are pretty monumental. Which expert transport people are you getting in to look at that and have you got them on board yet or is that something that you need to focus on quite carefully?

Are you going to appoint a member of staff or even, indeed, more, to co-ordinate the engagement with young people because they need very special facilitation? I can understand you might not have something yet but I think it is very necessary.

I think it sounds sensible to get the guy in charge of the funding in first and I am pleased to hear that that was a top priority. Is there a strategy therefore that you had an idea about which one you needed to go to next and you had a strategy to follow, each post following the other one?

That actually jumps to my next question. I was going to say, do you have any problems when you think you have got the right person in mind and they do not want to come and do the job and do you have contingency plans when somebody turns you down? But what you are saying is that that has not happened.
