Many motorists have had the distressing experience of having been victims of vehicle theft and then been chased by TfL for ULEZ fines incurred by the car thieves. The debts incurred are often passed to bailiffs for recovery. Why does TfL not follow other toll administrators such as Humber Tag and accept a police-provided Computer-Aided Dispatch (CAD) number as proof of the car’s theft?
