What is the difference between substantive and non-substantive learning in the data submission spreadsheet?

Substantive learning (formal or informal) is learning being delivered in two or more hours, which is recorded in the ILR. Non-substantive learning (e.g. outreach focused provision) is any other activity of less than two hours duration, which is not recorded in the ILR. Providers are asked, as a minimum, to record name, date of birth and current home postcode for every participant in non-substantive learning.
