Full question: do all participants on London Multiply activities need to be unique learners (rather than just enrolments - this makes a difference to our progression planning) and does everyone need to be enrolled through the ILR?

Learners who are engaging in substantive learning will need to be recorded through ILR submission. Learners engaged in non-substantive activities do not need to be enrolled through the ILR, but providers will need to collect details of all engaging participants and include them in quarterly and full-year reporting, including, as a minimum, name, date of birth and current home postcode.
