  • Question by: Caroline Russell
  • Meeting date: 21 November 2024
Thank you for your answer to my questions 2024/3248 and 2024/3249. Could you tell me: a) what improvement in bus journey times you expect this work to have and how you are modelling it, b) could you confirm you expect to deliver the additional 14.1 km of additional bus lanes by end March 2025 as you state in your answer to 2024/3248, and not by the end of 2025 as you state in your answer to 2024/3249, and c) where are these additional 14.1 km of bus lanes proposed to be installed?

Banning gambling and risky investment advertising from TfL (3)

  • Reference: 2024/3970
  • Question by: Caroline Russell
  • Meeting date: 21 November 2024
Thank you for your answer to my question 2024/1922, in which you said: “In 2023, I commissioned an independent evidence review to better understand the impact of gambling advertising. I have asked my team to explore how further insight could be generated, and my team are also in the process of reviewing the outputs from the recent Health Committee investigation into gambling related harm.” What were the outcomes of these three reviews, and could you share the findings with me?

Taxicard inconsistencies

  • Reference: 2024/3969
  • Question by: Caroline Russell
  • Meeting date: 21 November 2024
Campaigners from groups advocating for disabled people tell me the Taxicard service offered by Transport for London (TfL) is inconsistent as London boroughs provide varying discounts and different numbers of journeys. What work are you doing to ensure Londoners experience the same Taxicard service wherever they live?

Bus service Netherne village

  • Reference: 2024/3968
  • Question by: Caroline Russell
  • Meeting date: 21 November 2024
Thank you for your answer to my question 2024/3254, in which you said: “Transport for London (TfL) has investigated the possibility of extending bus route 463 from Coulsdon to Netherne Village and concluded that such a scheme would not be viable given the estimated annual cost of £1 million and the expected demand.” However, on 5 November 2024, The Standard reported that funding a shuttle bus from Netherne Village to Coulsdon (Zone 6) would cost approximately £400,000 annually. Furthermore, East Surrey Transport Committee states there are 21 TfL routes currently serving Surrey, including three subsidised by Surrey County Council. One...

Net zero targets and advertising on the TfL network (2)

  • Reference: 2024/3967
  • Question by: Caroline Russell
  • Meeting date: 21 November 2024
Thank you for your answer to my question 2024/3199, in which you point to the need for clarity and definitions in order to implement a low carbon advertising policy. Legal advice on this is available from 39 Essex Chambers, which found that: “It is within local authorities’ power and discretion to adopt advertising policies that exempt adverts and sponsorship from high-carbon products and services. It also considers that there is a strong legislative background to do so, given that the need to reach net zero carbon emissions is part of the UK’s primary legislation, and that the UK’s latest carbon...

What stops women cycling in London? (5)

  • Reference: 2024/3966
  • Question by: Caroline Russell
  • Meeting date: 21 November 2024
Thank you for your answers to questions 2024/0564 and 2024/0565 in each of which you mention research commissioned by Transport for London (TfL) in 2023 to understand the experience of women cycling in London and how, when, and where any encounters of sexual harassment whilst cycling occur. When will this research be published and what were the findings of the “women’s safety audits pilots in a range of locations across London, where local women will audit public spaces to inform how they can be made safer and welcoming for women” launched by MOPAC and TfL in the spring of 2023?

What stops women cycling in London? (4)

  • Reference: 2024/3965
  • Question by: Caroline Russell
  • Meeting date: 21 November 2024
In the January 2024 report, ‘What stops women cycling in London?’, the London Cycling Campaign Women’s Network, found that: “‘Get off the road’ was by far the most common form of verbal abuse shouted at women cycling… This abuse often happened on roads with no cycle lanes when women take ‘primary position’ in the middle of the traffic lane.[...] Drivers also responded with ‘punishment passes’, tailgating and even deliberately hitting women with their vehicles.” In order to reduce this abuse, violence and the resultant reduction in women cycling, London Cycling Campaign Women’s Network has asked if you will implement a...
