Change of MPS LFR policy

  • Reference: 2024/3932
  • Question by: Zoë Garbett
  • Meeting date: 21 November 2024
Recently, policy and legal mandate documents for live facial recognition (LFR) technology were updated by the Metropolitan Police Service (MPS). Could you tell me: a) what has prompted these changes to these and other documents regarding LFR, b) who was consulted about these changes, and c) when we can expect to see the first annual report on the use of LFR by the MPS as mentioned in the new policy document?

Record of LFR stops

  • Reference: 2024/3931
  • Question by: Zoë Garbett
  • Meeting date: 21 November 2024
Constituents have told me they have had difficulty getting a record of a stop after being stopped by the MPS using live facial recognition (LFR) technology (which is required, for example to explain lateness for work). Will you work with the Metropolitan Police Service (MPS) to ensure that all people stopped as a result of LFR can access a record of their stop?

Shirley Oaks Survivors Association (2)

  • Reference: 2024/3930
  • Question by: Zoë Garbett
  • Meeting date: 21 November 2024
Thank you for your answer to question 2024/1207. While there is no time limit on making a complaint to the police, survivors have been told by the Directorate of Legal Services that one of the ways the Metropolitan Police Service (MPS) is defending itself against the legal complaint is via time limitation. Do you believe it is just or appropriate for the MPS to use time limitation as a defence against legal claims?

Hazards to Londoners from former industrial and waste sites

  • Reference: 2024/3929
  • Question by: Zack Polanski
  • Meeting date: 21 November 2024
London has a large number of former industrial and waste sites. Constituents have contacted me raising concerns about the fire at the former Arnolds Field rubbish dump, in Launder’s Lane in Havering. Are you concerned about the risks posed to Londoners by these sites, and what arrangements does the GLA Group, including the London Fire Brigade have in place to handle these risks?

  • Question by: Zack Polanski
  • Meeting date: 21 November 2024
What guidance on options for free school meals is the GLA providing, and what would a typical menu need to include?

Air quality monitoring networks

  • Reference: 2024/3927
  • Question by: Zack Polanski
  • Meeting date: 21 November 2024
Local authorities in London are now using a range of different service providers and networks to monitor air quality using small sensors. What coordination of monitoring of air pollution is the GLA currently providing, including via the Breathe network, and what can be done to ensure that all monitors operating in London have data accessible by Londoners to enable them to avoid heavy air pollution, and enable authorities to tackle sources of it?

Real world performance of bus retrofits

  • Reference: 2024/3925
  • Question by: Zack Polanski
  • Meeting date: 21 November 2024
The Government has published a report which concludes that: “real-world performance of bus retrofit SCR technology is highly variable, achieving 80 to 90% NOX reductions in some cases, but having a minimal effect in others.” How many buses with retrofit technology does Transport for London (TfL) have in operation, and what assessment of the impact of the technology on emissions have you made in light of this new report?

District heating scheme costs

  • Reference: 2024/3924
  • Question by: Zack Polanski
  • Meeting date: 21 November 2024
Concerns from people serviced by district heat networks in Southwark have been raised in local press and media. High gas costs due to commercial contracts are leading to residents paying bills far in excess of those for a typical home. What work is the GLA doing, as the body promoting and planning heat networks in London-wide planning, to ensure that existing heat networks work efficiently, and what changes are needed in future networks to avoid these high charges?
