November 2024 Plenary motion on Vision Zero targets

Thank you for the response from Charmain Brenyah, Commander – Met Operations Metropolitan Police Service (MPS), to the Vision Zero Targets motion I brought to the November 2024 London Assembly Plenary. In the annex to the letter, there are examples of actions taken to achieve zero road deaths on London’s roads by 2041, including engagement and education, enforcement, and engineering. However, I am concerned there is no mention of collision investigation and the role it plays in achieving Vision Zero. Could you tell me how the MPS assesses the way collision investigation can assist with reducing road deaths to zero?

A 14 per cent reduction in the size of Roads and Transport policing is set out in Annex 2 – MPS [Metropolitan Police Service] Tough Choices. The impact is described as: “Reduced capacity for fast road responses, pursuit resolutions and road danger reduction.” What effect do you expect these changes to have on the number of people killed and seriously injured on London’s roads and on the level of prosecutions following crashes resulting in people being killed or seriously injured?

In 2024, London had the second lowest share of prosecutions for causing serious injury by driving, as well as the lowest conviction rate in England and Wales. What is being done to ensure all those seriously injured in crashes receive an investigation thorough enough to deliver criminal and civil justice?
