TfL’s Taxi and Private Hire Driver Policy states “In the event that a driver has been disqualified under the totting procedure, a licence will not normally be issued until at least 12 months after the end of the driving disqualification.” Given that 12 points from the totting-up process is the irreducible minimum to qualify for a 6-month driving disqualification and ‘not normally’ does not mean ‘never’. Can you tell me under what circumstances would TfL re-licence a taxi driver before issuing a further 12-month civil punishment on top of a spent 6-month criminal conviction?

On 28 April, the RMT National Industrial Organising Conference of Bus Workers approved a resolution that called upon the RMT National Executive to ask the House of Commons’ Transport Committee to launch an independent inquiry into the systemic safety problems associated with Transport for London's 'Contracted Bus Market' model. Will you formally request TfL to assist RMT on this work?

On 28 April 2023, the RMT National Industrial Organising Conference of Bus Workers approved a resolution that called upon the RMT National Executive to work with the Health & Safety Executive to issue clear guidance to regional authority bus contractors and bus operators that bus drivers will not be required to drive – and will also suffer no consequences from their employer for refusing to drive – any bus with a cab temperature that exceeds that for the safe transport of livestock in the UK. The title of TfL’s 26 April 2023 press release about the unveiling of its ‘Covid Memorial for London Transport Workers’ is entitled: “We must never forget them - Mayor and London’s Transport Commissioner pay tribute to London’s transport workers who tragically lost their lives to coronavirus”.
