Question 2023/1355

  • Reference: 2023/3368
  • Question by: Neil Garratt
  • Meeting date: 14 September 2023
This important question about safety at Transport for London echoes your call for a 'Duty of Candour' at the Met Police, but months after asking you it remains unanswered. Since the question of a 'Duty of Candour' is one that you raised, when do you expect to have an answer to this question, which dates back to March 2023?

A Vision for London as a 24-hour City

  • Reference: 2023/3367
  • Question by: Neil Garratt
  • Meeting date: 14 September 2023
In 2017 you launched “From good night to great night: a vision for London as a 24-hour city” a 44-page report which contained a string of objectives, priorities, and good intentions. After two terms as Mayor, have you realised your vision?

Vision Zero: Escrow Account for any Bus Mileage involving a KSI Incident

  • Reference: 2023/3366
  • Question by: Neil Garratt
  • Meeting date: 14 September 2023
The veracity of your response to question 2023/2822 is in my view, undermined by how TfL accounts for bus mileage from bus operators at present. In addition to codes for “Deductible” and “Non Deductible” mileage, why couldn’t TfL come up with a third code (e.g. “Escrowed”) for any mileage run by the bus operator where a KSI incident has taken place. Since it appears that (a) TfL does not “claw back” any mileage paid to bus operators who are indeed found at fault and (b) bus operators will suffer no real financial damage from escrowing these miles, by paying “blood...

Weakest Links on Safety across TfL’s Surface Transport Network

  • Reference: 2023/3365
  • Question by: Neil Garratt
  • Meeting date: 14 September 2023
Following (a) your response to question 2023/2132 which did not answer my query and (b) the substance of Justice Fraser’s sentencing remarks and TfL being subjected to the largest health and safety fine in UK history, what do you feel are the weakest links on safety across TfL’s management of the ‘Public Surface Transport Network’ and what documentary evidence can you provide that you are fixing them?

Poor Safety Culture of Croydon Tram Operation and Lessons for TfL’s Surface Transport Operation

  • Reference: 2023/3364
  • Question by: Neil Garratt
  • Meeting date: 14 September 2023
Justice Fraser’s itemisation of TfL’s and Tram Operations Limited’s Croydon Tram safety failings in his sentencing remarks echo the same safety and incident reporting complaints that have been raised for over a decade over TfL’s contracted bus operation. What assurances can you provide to the public that lessons have indeed been learned from Sandilands that will result in major reform of the safety culture across TfL Surface Transport?

2008 TfL-TOL Croydon Tram Operating Agreement

  • Reference: 2023/3363
  • Question by: Neil Garratt
  • Meeting date: 14 September 2023
Why was the 2008 operating agreement for London Trams between Transport for London and Tram Operations Ltd never executed? Is it customary for TfL to allow major transport services to be operated by third parties without an executed agreement in place?

New TfL-TOL Croydon Tram Operating Agreement

  • Reference: 2023/3362
  • Question by: Neil Garratt
  • Meeting date: 14 September 2023
Given the substance of Justice Fraser’s damning sentencing remarks and the fact that both TfL and First Group were penalised with the largest UK health and safety fine ever, do you agree with me that the current operating agreement for London Trams between Transport for London and Tram Operations Ltd should be scrapped in favour of an entirely new operating agreement which incorporates all the ‘learnings’ of the 9 November 2016 Sandilands disaster and subsequent investigations?

ULEZ Data Breaches (6)

  • Reference: 2023/3361
  • Question by: Neil Garratt
  • Meeting date: 14 September 2023
What is your understanding of the potential financial liabilities TfL faces in data breach fines if TfL has failed in its statutory duty to protect the personal data that has been captured from the general public via ULEZ cameras?
