Just a technical supplementary: you said that the freehold remains with the public sector, with TfL. Can you summarise for us the extent of the leasing arrangements, in terms of the practical day to day ownership and control of the stations? I am interested in this `capturing the development gain" point.

We on the Transport Committee have been asking a lot of questions about riverboats and the potential for development of public transport services on the river as part of the Transport Strategy. Although we hear there are issues and competition with tourist boats, nobody has said anything to me that actually explains why we do not have a major programme of development of river transport to supplement our public transport services. One of the big concerns when the Transport Strategy was published was that it was not sufficiently robust on traffic reduction, particularly in outer London. In terms of a rewrite of the Transport Strategy, when that happens, what measures are you proposing to take a more robust approach to traffic reduction in the outer boroughs?

I am grateful for your answer, Mr Kiley, even if you do not sound very enthusiastic about this highly important project for my constituents in Barnet, and indeed residents of Enfield and Haringey as well. Would you not therefore agree that the £27 million that TfL are proposing to spend tinkering at the edges, which has been overwhelmingly rejected by local residents, local MPs, and the local councils, is £27 million that could be better spent somewhere else?

I do not know if this links to what Brian is raising, but let me just raise a couple of points on behalf of the constituency member for Tottenham and Enfield, who I know you went out with and who I know raised a number of issues at the TfL board.
