First, I want to say congratulations on your boldness and I suppose, more than most, I know how unswerving that has been. I also want to congratulate you on the success so far of the introduction of the congestion charge and to reinforce what you said about the curiosity all around the world by mayors. I understand yesterday you were quoted as saying that traffic on the North Circular Road appeared to be up to 5% up last week. Will you now admit that your proposed schemes for Henlys Corner and for Bounds Green have to be looked at once again in the light of congestion charging and in the light of this increased traffic on the North Circular?

I have some sympathy, surprisingly, with Sutton Council who obviously will be concerned by a process where they have not delivered on other projects for which they have applied for money from TfL because there has been very strong pressure from residents suggesting that the proposals are not appropriate.
