How do you explain, then, that there are fewer police officers in the London Borough of Bromley now than there were in 1997?

One might assume that Government might take its own White Papers seriously and might expect the public to take them seriously. How do you resolve your desire for saturation policing in London with the fact that Government, in its White Paper and in the money that it has so far put on the table, gives you no promise of anything extra for more police officers in London, when you contrast that with the commitment of the Conservative Party to provide 8,000 police officers in London.

In terms of the western extension, is that a consideration as well to take on board, given that the western extension almost certainly would cover all the embassies in Belgravia?

So, given that the other reason for the upgrade is that they are still not catching all the dodgers, yet again more money is being bunged at Capita to do the job that they should have been doing in the first place.

Can I still hang on in there on cost? I believe that, under Schedule 23 of the GLA Act, it assumes that congestion charging has to produce a surplus which can only then be invested in transport schemes which provide value for money. I do not believe you have actually told us if the western extension is actually going to create surplus funds; in fact, I think you have said the reverse. So how can you agree to the expansion of the extension of the western extension if it does not create surplus funds?

I am not sure I am any clearer now, because you are saying there is money going to be spent on upgrading cameras for the extension.

Can I come back to the security benefits of congestion charging CCTV? Clearly, it adds more scope to keep an eye on vehicle access into central London, and I just wondered whether it is something you would encourage Transport for London to look into with the MPA.
