Transcript of Agenda Item 4 – Question and Answer Session: Fire and Rescue Services in London (Supplementary) [18]

  • Question by: Bassam Mahfouz
  • Meeting date: 13 February 2025
Andrew Boff AM (Chair): Assembly Member Mahfouz, please. Bassam Mahfouz AM: Thank you, Chair. If I can join others in just recognising your leadership. In the short time that I have been an Assembly Member, I have really appreciated your authenticity, your ability to be compassionate and your knowledge on the area, which is showing through today but in other times and, as Assembly Member Garratt has referred to, at the budget and in terms of inspiring leadership as well within the organisation. Going forward, you will not be leading this organisation, but one of the transformations has been about...

  • Question by: Emma Best
  • Meeting date: 13 February 2025
Andrew Boff AM (Chair): Assembly Member Best, please. Emma Best AM: Thank you. Good morning, both. Commissioner, the previous Prime Minister ordered a review that in March 2024 found that low-traffic neighbourhoods (LTNs) were risking lives through adding minutes and seconds to response times. This conflicts with a TfL finding the previous month that there was no effect on response times. I will say that that was a national review, the Government one. What is the difference in London compared to nationally?

  • Question by: Sem Moema
  • Meeting date: 13 February 2025
Andrew Boff AM (Chair): Thank you, Assembly Member Moema, please. Sem Moema AM: Thank you and good morning to both of you. You have touched a little bit, Commissioner, on my question around the implementation of the Phase 2 recommendations. I just wanted to really ask you to follow on from what you have already said. How do you think the strategy has changed for identifying highrisk high-rise residential buildings and managing their risk in light of those Phase 2 your recommendations. Then if I can as well to the Deputy Mayor, to you, Jules, ask you around the provision...

  • Question by: Neil Garratt
  • Meeting date: 13 February 2025
Andrew Boff AM (Chair): Thank you. Assembly Member Garratt, please. Neil Garratt AM: Good morning. We are about three years on since we had the facility or since we started the facility in Purley where the police are collocated with the LFB in the fire station there. As far as I can tell, it has worked out well. I just wanted to ask, from your perspective, have there been any unexpected benefits or unexpected problems? Has it all been fairly plain sailing? Presumably, there are plans --

  • Question by: Len Duvall OBE
  • Meeting date: 13 February 2025
Andrew Boff AM (Chair): I am afraid you sure are. If we could next move to Assembly Member Duvall, please. Len Duvall AM (Deputy Chair): You have touched on earlier on part of this question around the disability aspects of personal emergency evacuation plans (PEEPs), but can you just give us a further insight into the practical operational challenges? What is the current plan? What is the thinking in the future, if you can, that you think you are going to have to be dealing with in terms of high-rise blocks?

  • Question by: Caroline Russell
  • Meeting date: 13 February 2025
Andrew Boff AM (Chair): Assembly Member Russell, please. Caroline Russell AM: Thank you, Chair. Good morning. I have seen the report from the Government’s Office for Product Safety Standards from January [2025] showing that conversion kits are much more likely to be responsible for serious fires than batteries for regulated e-bikes. We know people working in the food delivery industry on low pay and under pressure to meet quick delivery times do buy these cheap electric conversion kits for their bikes. I know that TfL meets twice a year with the delivery companies actually to discuss road safety, but the...

  • Question by: Leonie Cooper
  • Meeting date: 13 February 2025
Andrew Boff AM (Chair): Thank you. Assembly Member Cooper, please. Léonie Cooper AM: Thank you, Commissioner. Just briefly, I wondered if you could comment on whether or not you think the Brigade is on track to meet the overall GLA target of net zero by 2030, which is the mayoral target and the one adopted by the LFB?

  • Question by: Joanne McCartney
  • Meeting date: 13 February 2025
Andrew Boff AM (Chair): Assembly Member McCartney, please. Joanne McCartney AM: Thank you. My initial question is to the Commissioner. Can I again thank you for your leadership over the last few years and echo everything that everybody has said. I want to pick up about the changing risk with regards to climate change. We have talked about that already this morning and you said, currently, you are satisfied with the level of resourcing that you have but you know that risk is going to increase in the next few decades. Over the next 40 to 50 years, we are...

  • Question by: Keith Prince
  • Meeting date: 13 February 2025
Andrew Boff AM (Chair): Assembly Member Prince, please. Keith Prince AM: Thank you. Andy, I would like to say thank you on behalf of the people of Havering and Redbridge, but particularly Havering, for all that your people did do during the Wennington fire. You saved a lot of property and a lot of lives. Thank you. I was going to ask a question about whether you feel you are adequately equipped to deal with fires like the one we had in Wennington, but you pretty much answered that to my colleague’s question. If you want to add to that...

  • Question by: Elly Baker
  • Meeting date: 13 February 2025
Andrew Boff AM (Chair): There is no news. The timings will be adjusted. Can we now move on to the next question? It is Assembly Member Baker, please. Elly Baker AM: Thanks, Chair. Yes, apologies, Assembly Member Bailey. It was not because we were that excited about what you were saying. The consternation over here was as our time ticked down while you were speaking. Apologies. Commissioner, I wanted to ask you about updates on progress around the culture review, specifically the most recent inspection report in November 2024, where some key areas -- obviously, there was lots in it...
