Moving back to capital for transport infrastructure development, we are probably only about a year away now from the next Spending Review, 2006, can you talk us through what processes of development are going on within TfL to make sure we get a good second bite of the cherry and what preparation and business case development is going on?

In fact, the questions we put took some two months to answer and when we did get an answer it was very short and goes to about five lines and begs further questions. When I raised this earlier, your excuse was overwork of your staff. I am sure that the procedure can be improved upon and I am sure that when your staff do answer questions they can answer them properly in a way that does not beg further questions.

As I think we would all agree, you said there is actually quite a tight mechanism of control in place not just for charity events but for a whole range of bookings and use of facilities at City Hall when they essentially involve a mayoral mandate or a mayoral activity. The GLA Act does give all of us, including the Assembly, some imperative to seek to promote equality of opportunity in London. Looking at it in a more positive way, rather than a negative descriptive way, do you think that the Assembly's work and our own work not just on committees but as individual constituency Members could actually benefit sometimes from taking a more cohesive look at how to promote equality and have a more balanced outreach programme in relating to Londoners in all their diversity?
