Did anybody draw to the Mayor's attention, prior to his trip at the beginning of November, the Foreign Office's Annual Report on Human Rights launched on 12 October, only a matter of weeks before? Was that drawn to the Mayor's attention before he went?

OK. When that was planned was there any liaison discussion with either the Foreign Office or the Department of Trade and Industry about the appropriateness of the trip, who to meet, what might usefully be discussed, or any other background matters? Was advice sought from the Foreign Office or the Department in any respect?

Let us move on. When deciding the Mayor's strategy for international relations, do you restrict yourselves to world capitals or do you include major world cities?

I think it is the Mayor's briefing not to necessarily want to work with them. The final paragraph, Ms Parchment, says, `Over the last six months they have been more and more keen on partnership working. Line to take is warm and friendly but non-committal. Can refer their offices to the international team.' That suggests that even in January of this year there was a major stumbling block with this administration here working with Tokyo.

But the Mayor was there on 21 September last year. It is in the Mayor's Report. That is when Mayor Bloomberg refused a meeting.
