London Assembly scrutiny of the Mayor's 2027-28 Budget
The Mayor is responsible for a total budget of £22.9 billion and is responsible for allocating funds for the Greater London Authority (GLA) and its functional bodies, which include the GLA, Transport for London, Mayor's Office for Policing and Crime and the London Fire Commissioner.
The Budget and Performance Committee leads scrutiny of the Mayor's budget delivery, examining the allocated budget for each functional body.
The key objective of this process is to provide independent challenge, assurance, and transparency over how public money is planned and spent. This is achieved by the Committee interrogating the financial position and challenges of the GLA Group and individual functional bodies from the following perspectives.
- Financial sustainability – testing if the budget is balanced and affordable, if assumptions around income, expenditure and funding are realistic and identify the financial risks.
- Value for money – assessment of the use of resources to deliver outcomes as well as identify any alternative approaches or savings opportunities.
- Alignment with priorities – checking the extent to which budget allocations support stated Mayoral strategies, priorities and statutory responsibilities.
- Transparency and accountability – ensuring that decisions are evidence based and appropriately challenged.
- Equality - considering the distributional impacts of budget proposals on different communities or groups.
The budget scrutiny will consider the underlying decision-making processes and make recommendations to improve budget proposals before the budget is finalised. The scrutiny will also consider any changes in approach, considering any new funding initiatives for 2027-28 and their policy implications.

Call for Evidence
The London Assembly Budget and Performance Committee has launched its annual scrutiny of the Mayor's draft spending plans for 2027-28 and is inviting submissions to inform our work.
The Committee has launched a Call for Evidence, open to all who would like to respond. The Committee particularly welcomes responses from Londoners, businesses, local authorities, academics, think tanks, public sector organisations, representative bodies, charities, community groups, and others with expertise or experience relevant to London's public finances and services.
