Summary of request
Under the Freedom of Information Act 2000, I request the following information held by the Greater London Authority and/or the London Assembly relating to Zack Polanski AM.

A list of all meetings, roundtables, or formal engagements attended by Zack Polanski AM, or members of his office acting in an official capacity, between 1 May 2021 and the present date where drug policy was discussed.
This should include meetings relating to (but not limited to):

drug legalisation
-
drug decriminalisation
-
cannabis regulation or legalisation
-
drug consumption rooms or safe consumption facilities
-
harm-reduction drug policy
-
policing approaches to drug possession.
For each meeting, please provide:

the date of the meeting

the names and organisations of external attendees
-
the purpose or subject of the meeting (where recorded).

Copies of any briefing notes, agendas, minutes, summaries, or internal briefing materials prepared for Zack Polanski AM or his office in advance of, or following, the meetings described above.

Copies of correspondence between Zack Polanski AM (or his office) and external organisations, campaign groups, think tanks, charities, or advocacy groups relating to the above drug policy issues during the same period.

Our response
Please note that Zack Polanski holds two roles: Leader of the Green Party of England and Wales and London Assembly Member. As the GLA is the public authority receiving your request, we only hold information that relates to the work of the London Assembly in holding the Mayor and Mayoral advisers to account. This includes activities such as committee meetings, plenary sessions, site visits, and investigations.

When is information considered ‘held’ under FOIA? Any recorded information which you hold for the purposes of your business is considered to be ‘held’ under FOIA. Section 3(2) sets out when information is held under FOIA, this includes:
- information you hold at the time of the request;
- information stored in off-site servers or cloud storage;
- information held by other organisations and authorities on your behalf.
You may hold information solely on behalf of another public authority or another individual. This would not be considered to be ‘held’ by you.
Similarly, information which is purely personal, political, constituency or trade union information could be considered as information which is not held by you and would not be relevant to any request which you receive.
