How the GLA workforce has changed

Some Directorates within the GLA have experienced high staff turnover in recent years. The GLA produces a biannual report, which contains key workforce data, such as headcount, pay and diversity.

Emerging issues are likely to have arisen due to the ongoing impact of COVID-19 and overall, the key issues include:

  • The potential impact of the relocation of City Hall
  • An overall growth in the number of agency workers at the GLA, from 38 to 104
  • High staff turnover in the London Assembly, Good Growth and Strategy and Communications Directorates



The GLA Oversight Committee will tomorrow explore the trends and issues arising from the GLA’s latest Workforce Report, covering the period 1 April to 30 September 2021. The guests are:

  • Mary Harpley, Chief Officer, Greater London Authority
  • Philip Graham, Executive Director, Good Growth
  • Joanna Davidson, Executive Director, Communities and Skills (Interim)
  • Rickardo Hyatt, Executive Director, Housing and Land
  • Raj Bhamber, Assistant Director, Human Resources and Organisational Development (Interim)
  • Helen Ewen, Executive Director, Assembly
  • Niran Mothada, Executive Director, Strategy and Communications

The Committee will also hold a Question and Answer session with the Mayoral Director for Operations, to understand the role and responsibilities of the post and how it determines and influences agenda setting, policy and strategy. The guest is:

  • Ali Picton, Mayoral Director, Operations, GLA

The meeting will take place on Tuesday, 1 February from 10.00am, in Rooms G02 – G03 – G04, LFB Headquarters (Union Street, SE1 0LL).
