  • Question by: Caroline Pidgeon

European Parking Collections (EPC) Fines (3)

  • Reference: 2024/0455
  • Question by: Caroline Pidgeon
  • Meeting date: 22 February 2024
I understand at least five EU countries (Belgium, France, Spain, Germany and the Netherlands), have claimed that European Parking Collection has accessed personal details of drivers unlawfully for the purposes of ULEZ enforcement when there is no data sharing agreement with the UK for the purposes of such enforcement. Have you investigated whether EPC has used third party agents to access information, and, if so, who are those third-party agents?

This development site also includes a key “Archaeology Priority Zone” with some of the largest Roman architectural remains found in London. Residents have raised concerns that TfL and its partners have evaded the “Retain in Situ” obligations. Are you confident that TfL and its property company have appropriately managed the archaeology, heritage and the cultural value of this site?

Back in 2016, this site was identified as a site that could deliver 120 new homes. The current plan provides for about 35 one-to three-bed homes. Is this really the best outcome and do you think this is good enough?

Taxi or Private Hire Driving Disqualification.

  • Reference: 2024/0450
  • Question by: Caroline Pidgeon
  • Meeting date: 22 February 2024
Transport for London has a policy to add a 6 month punishment on top of a driving disqualification imposed by the courts for taxi or private hire drivers for amassing 12 penalty points from the totting-up procedure. In cases where the courts allow a taxi or private hire driver to keep their driving licence, I understand that it is TfL’s policy to ignore successful court pleadings of hardship and keep in place the additional civil punishment, meaning they still revoke the taxi or private hire licence. Will you ask TfL to consider alternative options such as introducing 6-month probationary licences...
