Two way cycling on one way streets

Children's bicycles on the Underground

In answering MQT 1159/2012 you sighted safety concerns regarding the use of escalators and evacuating trains as the reason why children's bicycles cannot be taken on the underground. Could you please explain why these concerns do not apply to large suitcases which can be up to a metre long and half a metre wide which are often seen on the underground?
