Further to MQ1253/2012, policy 3.18 [Education facilities] of The London Plan states that the Mayor 'strongly supports the establishment of new schools and steps to enable local people and communities to do this.' Does this not provide adequate encouragement for Free Schools to be set up across London? Is your proposed early alteration to the London Plan strictly necessary?
