In its report on land value capture, TfL has described the revenue from the development rights auction model (DRAM) as "modest" in comparison other land value capture instruments - such as a transport premium charge. Beyond DRAM, has there been any indication from the Government about granting TfL additional powers to capture land value?

The Agreement refers to the announcement in the Autumn Statement that the Adult Education Budget will be devolved to London from 2019-20. Is it your understanding that any proposed transfer of the Work and Health Programme will go directly to the London Boroughs?
