In December 2018 the National Infrastructure Commission published its interim Future of Freight report. It states that “An absolute focus on delivering homes without consideration of how freight will service growth will be of detriment to both housing and freight. Without better recognition of the value of freight in planning, the freight system will encounter more pinch points, restricting its capacity to operate efficiently and deliver goods in the most sustainable way possible.” Can you explain how your draft London Plan balances the needs of housing and freight?
