TfL document requirements for applications for 60+ Oystercard

TfL’s requirement for applicants to provide documents proving their identify as part of the process for obtaining a 60+ Oystercard has proved difficult for some of my constituents who do not possess one of the 5 specified document proofs listed on the TfL website. Is there a reason why there is not an option to provide a National Insurance or National Health Service number instead as these are both linked to national databases where the names and dates of birth can be verified? And what is the process for applicants without any of the documents TfL currently specifies?

Can you review your erroneous response and provide me with the correct reference?
