According to the DVLA there are over 850,000 vehicles registered in London that are non-ULEZ compliant. Many of these vehicles will be financed rather than owned outright and therefore will now be in negative equity due to your ULEZ expansion. Will you expand the scrappage scheme to accommodate car financing?
