I think going on from that, it's very important, you have indicated very clearly and I think Londoners would support you in that we want to find a way other than incineration for our waste. Now given that we did identify very clearly that you need to do some form of business plan, action plan, which does work with boroughs and the ALG and the stakeholder dialogue reinforces that, are you going to be doing that now with this draft strategy as it comes out for public consultation?

So other changes will be made during the public consultation stage, not during the Assembly consultation stage? You'll really just be noting the London Waste Action stakeholder dialogue comments at the moment, you won't be making any changes on those until they go to public consultation?

I think there's a lot of parallels between the two reports and in many areas they reinforce one another, but there's a huge difference over the incineration issue. Am I taking it that you're more minded to look at the comments from the Assembly scrutiny rather than the London Waste Action report?

Will the Mayor's strategy then be drafted in the light of the comments on that as well as the Assembly scrutiny comments before it goes out to public consultation?

You've referred to the problems with this initiative. Without talking your way through the entire history again, John, which I'm sure you don't want to go through, can you say what you would have done differently if you were doing this again? And exactly how is it that an initiative that was supposed to be launched about now has only just been agreed by the ALG? What went wrong and what would you have done differently?

John, in the waste strategy there is the specific proposal to establish a capital standard initiative to promote basically the very laudable aim of raising the standards of our street environment. How are things proceeding on that? We were supposed to have a high-profile initiative launched before the end of 2001. When will we actually see something?

With the Single Waste Authority that the Mayor is going to support, how is that going to be taken forward at this point if he is to establish the Single Waste Authority?

There are figures that waste would grow something like 7% and I think they're quite robust figures. The scrutiny said 3% but we don't believe it will be 3%. The fact is there are other figures saying it could be up to 7%.
